PERCHE’ IL PIANO MATTEI E’ ORA UN MODELLO INTERNAZIONALE. LE PAROLE DI MELONI A BRUXELLES

Buongiorno a tutti. Permettetemi prima di tutto rivolgere un saluto caloroso alla Presidente Metsola, che ringrazio per la sua azione e la sua amicizia, e ai Commissari europei Síkela e Šuica, che hanno portato avanti iniziative condivise e sostenute dall’Italia, come il Global Gateway e il Patto per il Mediterraneo.

Desidero ovviamente ringraziare Carlo Fidanza, la delegazione di Fratelli d’Italia e il Gruppo dei Conservatori e Riformisti europei guidato da Nicola Procaccini, per aver voluto promuovere e organizzare questa Conferenza di alto livello dedicata ad un tema che sta particolarmente a cuore alla sottoscritta e al Governo italiano. Ci tengo a salutare anche tutti i rappresentanti delle Istituzioni africane e gli esponenti del Sistema Italia, del settore privato, del mondo finanziario e della cooperazione che sono presenti oggi: la vostra partecipazione è la conferma che il Piano Mattei non è solo un’iniziativa italiana ma è ormai una strategia di respiro europeo e internazionale, che guarda lontano e sta riscuotendo sempre maggiore condivisione.

Oggi il Piano Mattei non è più un’idea, ma è una realtà operativa che sta producendo risultati concreti. Voglio ricordare tre numeri su tutti: il coinvolgimento diretto di ormai 14 Nazioni africane, oltre un miliardo di euro di risorse già impegnate dall’Italia per progetti nel Continente africano, la sinergia con il Global Gateway che vale più di un miliardo e duecento milioni di euro. Una cooperazione che oggi si concentra su 4 grandi iniziative strategiche: la realizzazione del Corridoio infrastrutturale di Lobito, per collegare l’Africa occidentale a quella orientale, unendo Angola, Repubblica Democratica del Congo e Zambia; lo sviluppo delle filiere produttive del caffè in diverse Nazioni africane; l’estensione verso l’Africa orientale del cavo Blue Raman, la dorsale marittima che collegherà l’India alle economie europee, passando per il Medio Oriente e il Mediterraneo; l’AI Hub for Sustainable Development di Roma, che coinvolgerà centinaia di start-up africane per applicare l’intelligenza artificiale ai diversi settori del Piano. Stiamo portando avanti questo lavoro perché siamo convinti che investire nel futuro dell’Africa significhi investire nel futuro dell’Europa stessa. Lo stiamo facendo attraverso un metodo che è diventato un punto di riferimento a livello europeo, come dimostra anche la presentazione di poche settimane fa a Bruxelles del Global Gateway Hub, la piattaforma permanente che coordinerà i progetti e gli investimenti europei nel Continente africano. Lo spirito che guida la nostra azione è quello che si ispira a Enrico Mattei: un grande italiano, un visionario, che con il suo “patriottismo pragmatico” ha servito l’interesse nazionale costruendo ponti e cooperazione con gli altri popoli. Il Vertice tra l’Unione Europea e l’Unione Africana che si svolgerà in Angola nelle prossime settimane sarà l’occasione per sviluppare ancora di più questa visione, e sincronizzare i programmi strategici tra i due Continenti. L’Italia continuerà a essere un ponte tra Europa e Africa, mettendo a disposizione la competenza delle proprie imprese, la forza delle sue Istituzioni e la sua grande tradizione di dialogo. Perché il futuro dell’Europa passa da un’Africa più stabile, più sicura e più prospera. E il futuro dell’Africa passa da un’Europa capace di ascoltare, investire e costruire insieme, con umiltà e rispetto dell’altro. Una sfida epocale nella quale, sono certa, il Parlamento europeo saprà svolgere un ruolo da protagonista. E quindi grazie a tutti per il vostro contributo e auguri di buon lavoro

VIDEO MESSAGE FROM PRIME MINISTER MELONI ADDRESSED TO THE EUROPEAN PARLIAMENT ON THE MATTEI PLAN FOR AFRICA (November 12, 2025)

Good morning, everyone, frst of all, allow me to extend a warm welcome to President Metsola, whom I wish to thank for her work and friendship, and to European Commissioners Síkela and Šuica, who have carried out initiatives shared and supported by Italy, such as the Global Gateway and the Mediterranean Pact.Naturally, I would also like to thank Carlo Fidanza, the delegation from Fratelli d’Italia, and the European Conservatives and Reformists Group led by Nicola Procaccini for promoting and organizing this high-level conference dedicated to an issue that is particularly close to my heart and to the Italian government. I would also like to greet all the representatives of African institutions and the representatives of the Italian System, the private sector, the financial world, and cooperation who are present today: your participation confirms that the Mattei Plan is not only an Italian initiative but is now a European and international strategy that looks to the future and is gaining increasing support. Today, the Mattei Plan is no longer just an idea, but a reality that is producing concrete results. I would like to mention three figures in particular: the direct involvement of 14 African nations, over €1 billion in resources already committed by Italy to projects on the African continent, and the synergy with the Global Gateway, which is worth more than €1.2 billion. This cooperation is currently focused on four major strategic initiatives: the development of the Lobito Infrastructure Corridor to connect West Africa to East Africa, linking Angola, the Democratic Republic of Congo, and Zambia; the development of coffee production chains in several African nations; the extension of the Blue Raman digital cable to East Africa, the maritime backbone that will connect India to European economies, passing through the Middle East and the Mediterranean; the AI Hub for Sustainable Development in Rome, which will involve hundreds of African start-ups in applying artificial intelligence to the various sectors of the Plan. We are continuing this work because we are convinced that investing in Africa’s future means investing in Europe’s own future. We are doing so through a method that has become a2 / 2benchmark at European level, as shown by the presentation a few weeks ago in Brussels of the Global Gateway Hub, a permanent platform that will coordinate European projects and investments in Africa. The spirit that guides our action is inspired by Enrico Mattei: a great Italian, a visionary, who with his ‘pragmatic patriotism’ served the national interest by building bridges and cooperation with other peoples. The summit between the European Union and the African Union, which will take place in Angola in the coming weeks, will be an opportunity to further develop this vision and synchronize strategic programs between the two continents.Italy will continue to be a bridge between Europe and Africa, offering the expertise of its companies, the strength of its institutions, and its great tradition of dialogue. Because the future of Europe depends on a more stable, secure, and prosperous Africa. And the future of Africa depends on a Europe that is capable of listening, investing, and building together, with humility and respect for others. This is a historic challenge in which, I am sure, the European Parliament will play a leading role.Therefore, thank you all for your contribution, and best wishes for your work.
